MADEIRA SAFE TO DISCOVER


 
 
In view of the global pandemic situation, originated by the novice coronavirus SARS-COV-2, it was the primary concern of the Regional Government of Madeira to ensure the protection and integral well-being of its citizens and tourists. In this sense, the islands of Madeira and Porto Santo are a pioneer destination in the fight against COVID-19, being the first region in Portugal to have a Contingency Plan for Emerging Infections, to develop a best practices document and create an online platform for the registration of travellers (madeirasafe.com).
 
The Autonomous Region of Madeira currently presents a controlled epidemiological situation, with a low rate of infection and active cases, registered to date, as evidenced by the data published by the Regional Health Authority.
 
Considered one of the safest destinations in Europe, based on recognized proven criteria, the Autonomous Region of Madeira (RAM) was able to combine safety and leisure, providing its visitors with a peaceful and comfortable vacation or business visit, thus justifying the epithet of the World’s Leading Island Destination.
 
At present, those who land at airports in the Autonomous Region of Madeira, can enter via the “green corridor” provided they present the vaccination certificate or proof of recovery from COVID-19, emitted up to 90 days, or a negative PCR test.
 
The Autonomous Region of Madeira is therefore, committed to positioning itself as a safe destination and is working together with SGS, a world leader in certification, to ensure best practices throughout the archipelago, in order to minimize the resurgence risk of COVID-19. The certification process is available to all companies in the tourism sector, being easily identifiable by the logo MADEIRA SAFE TO DISCOVER. Most of the local companies are also adopting the “CLEAN & SAFE” stamp, created by VisitPortugal.
 
 
 
 
 

TRIPS TO MADEIRA AND PORTO SANTO

 
 
When planning your trip to Madeira and Porto Santo, it is important to know the local regulations in force in terms of prevention and containment of COVID-19, namely:
 
1. Epidemiological Survey
All passengers must complete the mandatory epidemiological survey, provided by the Regional Health Authority, on the digital platform madeirasafe.com. The completion can be done in the 48h to 12h prior to boarding and must be done, individually, by each passenger, except for dependents up to 12 years old, whose registration must be included in the survey of one of the accompanying adults.  After completing the registration, the passenger receives a notification, via e-mail, with his access code for the madeirasafe.com platform. The passenger should login to his madeirasafe.com account where he/she will find the respective QR Code, to be presented upon arrival at Madeira Airport. The PCR test result can also be submitted in advance on the platform.
 
2. Thermal screening
All passengers disembarked at airports in the Autonomous Region of Madeira are subject to thermal screening, without exceptions.
 
3.Vaccination || Recovered COVID-19 Patients 
Exceptions to the submission of a PCR test for COVID-19 or undergoing testing upon arrival at airports of the Autonomous Region of Madeira, include:
 
• Passengers with a medical document certifying that the bearer is recovered from COVID-19 disease upon disembarking in the territory of the Autonomous Region of Madeira, issued in the last 90 days;
• Passenger with a document certifying that he/she was vaccinated against COVID-19, according to the recommended plan and has respected the activation period of the immune system as forseen in the Summary of Product Characteristics (SmPC).
 
4. Testing for COVID-19
All passengers who, when disembarking, carry a negative PCR test for COVID-19, carried out within 72 hours prior to boarding, in laboratories certified by national or international authorities, can proceed to their destination.
On the otherhand, passengers who have not undergone PCR testing at their location of origin will do so upon arrival at the airport, then proceed to their destination where they must wait for an estimated period of 12h, in confinement, to receive the result.
In the exceptional cases of refusal to carry out the test upon arrival, passengers may choose to 1) fulfill voluntary isolation, for a period of 14 days, at their home or at the hotel where they are staying, and if the accommodation is less than 14 days, the confinement will cover the duration of the accommodation period; or 2) return to the destination of origin or any other destination outside the territory of the Autonomous Region of Madeira, fulfilling, until the time of the flight, isolation at home or in the hotel establishment where he/she is staying. In these cases, the accommodation costs will be borne by the traveller.
 
On the other hand the Resolution No. 132/2021 (portuguese version), also determined that travellers who disembark at airports of the Autonomous Region of Madeira, arriving from the United Kingdom, Brazil and South Africa, who are not bearers of a PCR test for SARS-CoV-2 infection with negative result, have to undergo testing for SARS-CoV-2 infection, with resort to the PCR test, and while waiting for the result, remain in prophylactic isolation at a hotel establishment appointed by the Regional Government for this purpose.

4.1 Children
Children are exempt from testing in childhood and pre-adolescence, with exception to:
 
• Children from 12 years old, upon decision by the Health Authorities;
• Children with probable criteria for COVID-19 disease;
• Children whose family members or companions are probable cases;
• Other situations validated by the Health Authorities.
 
All passengers, whether Portuguese or foreign citizens, with trips scheduled for the Autonomous Region of Madeira, can perform PCR (Polymerase Chain Reaction) COVID-19 tests, without any charge, in several cities in the country. Currently, there are 70 sample collection stations for testing.
 
4.2 Second Test
All travellers residing in the territory of the Autonomous Region of Madeira, as well as all Madeiran emigrants, their families, and students attending higher education establishments or in Mobility Programs, arriving at Madeira and Porto Santo airports, on flights coming from any territory outside Madeira Islands, are required to perform a second PCR test to screen for SARS-CoV-2, between the fifth and seventh days after the first test has been performed, and must guarantee, in the period between disembarkation and second test, prophylactic isolation at home as well as full compliance with the surveillance and self-reporting of symptoms and COVID-19 prevention measures.
Travellers/tourists, non-residents, who travel to Madeira Islands on a leisure / tourism basis are exempt from this procedure, as contained in the Resolution No.1032/2020 and the Resolution 1042/2020 (portuguese version).
 
5. Monitoring
All passengers will be monitored through the Madeira Safe To Discover app, by the Regional Health Authority, of voluntary but recommended use, or by telephonic contact.
 
5.1 Travel between the Madeira and Porto Santo Islands
Due to the epidemiological evolution, travel between Madeira and Porto Santo Islands, is subject to control. Therefore passengers disembarking at Porto Santo Airport who do not have a PCR screening test for SARS-CoV-2 with a negative result, carried out up to 72 hours prior to boarding, have to perform a PCR test for SARS-CoV-2 upon arrival, to be promoted by the health authority, thus remaining in isolation in the respective home or hotel establishment where he is lodging, until a negative test result is obtained.
Passengers boarding at the Funchal Port with Porto Santo Island as destination, should present the PCR screening test for SARS-CoV-2 infection, with a negative result, carried out within a maximum period of 72 hours prior to departure, as stated in the Resolution nº 116/2021(portuguese version).
 
Travellers should schedule the PCR test for SARS-CoV-2 infection, by registering on the website www.madeirasafe.com or at the Emergency and Public Health Unit, with a minimum of 4 days in advance (96 hours), via the following e-mail: saudepublica.drs@madeira.gov.pt.
Taking the PCR test for SARS-CoV-2 infection does not incur any charges for the traveller.
 
Exceptions:
a) Children up to eleven years of age;
b) Travellers who are residents of Porto Santo Island and are returning to the island within seven days, as they will perfom the PCR test on the 5th day after arrival, thus guaranteeing their prophylactic isolation until then;
c) Travellers who present a medical document, issued in the last 90 days, certifying that they have recovered from COVID-19 disease, or a document certifying that they have been vaccinated against COVID-19.
 
6. Positive Result
If the passenger has a positive PCR test result, he must comply with mandatory confinement, compulsively if necessary, for a period of 14 days, in a health establishment, in his/her home or in a hotel establishment, upon decision of the competent health authorities.
 
7. Repatriation
In the case of repatriation, the Regional Government of Madeira collaborates with all diplomatic authorities and tour operators involved.
Charges related to repatriation operations must be covered by the travel insurance policy of the passengers concerned.

8. Diverted Flights
Passengers on diverted flights, from Madeira Airport to Porto Santo Airport, must remain in mandatory isolation at the airport until boarding, by air travel, to Madeira.
Passengers wishing to stay in Porto Santo or travel to Madeira by sea, must undergo PCR testing at Porto Santo Airport, by a team appointed by the Municipal Health Authority, and remain in mandatory isolation until receiving the result;
Passengers, who proceed by air travel from Porto Santo Airport to Madeira Airport, should be identified and their identifications reported to the Health Authority located at Madeira Airport, who will assess the eventual exemption from testing if they have a negative PCR result.
Passengers are advised to establish contact with their airline, tour operator or travel agent to adjust any changes that may arise.
 
9. Ports and Marinas 
Ports and Marinas are open to all types of vessels, including cruise ships. 
However, boarding and disembarkation presuppose the fulfillment of a series of procedures, as stated in  Resolution No. 509/2020 (portuguese version).
In the case of cruise ships, the boarding, disembarkation and the coming ashore of passengers and crew will be analised on a case by case basis and subject to the favourable decision by the Regional Health Authorities, as contained in Resolution no. 772/2020 (portuguese version).
 
 
 
TRIPS FROM MADEIRA AND PORTO SANTO
 
 
 
All passengers must be aware of the travel restrictions and entry requirements of the country where they are travelling to, therefore we advise that information with official government agencies be confirmed, in order to ensure that you are able to reach your destination.
In Madeira there are 8 sample collection stations where those interested can perform PCR tests for COVID-19at their own expense, made by prior appointment.

Other Informations

In view of the epidemiological evolution in the Autonomous Region of Madeira, and in accordance with Government Resolution No. 69/2021, of 29 January, the Regional Government of Madeira will maintain the set of preventive measures, already in force as from 13 January, and now extended until 19th April.
 

Prohibition on Gatherings:
Gatherings of more than 5 persons in public ways, or in any other public area, are prohibited, except if from the same family unit.
 
Circulation Restrictions:
Circulation on public ways and areas is prohibited on weekdays between 7p.m. and 5a.m. of the following day.
On weekends and public holidays, the circulation restriction on public ways and areas will be between 6p.m. and 5a.m. of the following day.
 
Restriction on Commercial Activity:
These establishments close at 6p.m. on weekdays and 5p.m. on weekends.
 
Restaurants / Bars and Similar establishments:
These establishments close at 6p.m. on weekdays and 5p.m. on weekends and public holidays.
Restaurants will be allowed to be open until 10p.m., exclusively for the preparation of meals for home delivery.
 
Others:
All gambling establishments, casinos, bingo or similar locations, must close at 6p.m. on weekdays and at 5p.m. on weekends.
It has also been determined that, as long as the state of emergency is in force or there are high risk municipalities, the circulation prohibition in the Autonomous Region of Madeira on public ways, on the remaining days, will be from 7p.m. to 5a.m.
 
The exceptions are those foreseen in the Government Council Resolution of the 7th of January (resolution 17/2021).
 
 

Health Safety Regulation

On August 1, the Regional Government of Madeira determined the mandatory use of a community mask for protection against COVID-19, in areas or places of access, permanence or public use, or equivalent, except for the exceptions as stated in point 11 of Resolution no. 623/2020 (portuguese version).

As complementary preventive COVID-19 measures, it is recommended to fully comply with the following rules:
 
• The mandatory use of a face mask, as from 6 years of age, with exception to:
- Persons with disabilities (due to the difficulty in putting / removing the mask without assistance);
- Sports practice (physical activity and / or leisure that involves physical effort, recreational sports activities in forest areas and along the recommended walking routes;
- Beaches, bathing areas and complexes as well as sea accesses;
 
• Social distancing (2 metres between persons and avoiding clusters);
• Frequent hand hygiene;
• Respiratory etiquette
