MADEIRA SAFE TO DISCOVER


 
 
In view of the global pandemic situation, originated by the novice coronavirus SARS-COV-2, it was the primary concern of the Regional Government of Madeira to ensure the protection and integral well-being of its citizens and tourists. In this sense, the islands of Madeira and Porto Santo are a pioneer destination in the fight against COVID-19, being the first region in Portugal to have a Contingency Plan for Emerging Infections, to develop a best practices document and create an online platform for the registration of travellers (madeirasafe.com).
 
The Autonomous Region of Madeira currently presents a controlled epidemiological situation, with a low rate of infection and active cases, registered to date, as evidenced by the data published by the Regional Health Authority.
 
Considered one of the safest destinations in Europe, based on recognized proven criteria, the Autonomous Region of Madeira (RAM) was able to combine safety and leisure, providing its visitors with a peaceful and comfortable vacation or business visit, thus justifying the epithet of the World’s Leading Island Destination.
 
At present, those who land at airports in the Autonomous Region of Madeira, can enter via the “green corridor” provided they present the vaccination certificate or proof of recovery from COVID-19, or, a COVID-19 test with a negative result (self-test is not accepted).
 
The Autonomous Region of Madeira is therefore, committed to positioning itself as a safe destination and is working together with SGS, a world leader in certification, to ensure best practices throughout the archipelago, in order to minimize the resurgence risk of COVID-19. The certification process is available to all companies in the tourism sector, being easily identifiable by the logo MADEIRA SAFE TO DISCOVER. Most of the local companies are also adopting the “CLEAN & SAFE” stamp, created by VisitPortugal.
 
 
 
 
 

TRIPS TO MADEIRA AND PORTO SANTO

 
 
When planning your trip to Madeira and Porto Santo, it is important to know the local regulations in force in terms of prevention and containment of COVID-19, namely:
 
1. Epidemiological Survey
All passengers must complete the mandatory epidemiological survey, provided by the Regional Health Authority, on the digital platform madeirasafe.com. The completion can be done 48h prior to arrival and must be done, individually, by each passenger, except for dependents up to 11 years old (inclusive), whose registration must be included in the survey of one of the accompanying adults.  After completing the registration, the passenger receives a notification, via e-mail, with his access code for the madeirasafe.com platform.
The passenger should login to his madeirasafe.com account where the respective QR Code can be found, and which should be presented upon arrival at Madeira Airport. The test result, or any other supporting document which substantiates the traveller’s situation in terms of COVID-19, can be submitted in advance on the platform, for prior validation by the Regional Health Authority.
 
Passengers may also complete the epidemiological survey, on the Madeirasafe.com platform, upon arrival at the airports and ports of the Autonomous Region of Madeira.
 
2. Thermal screening
All disembarked passengers at airports in the Autonomous Region of Madeira are subject to thermal screening, without exceptions.
 
3.Vaccination || Recovered COVID-19 Patients 
Exceptions to the submission of a TRAg test (Rapid Antigen Test) for  COVID-19 or undergoing testing upon arrival at airports of the Autonomous Region of Madeira, include:
 
• Passengers with a medical document certifying that the bearer is recovered from COVID-19 disease upon disembarking in the territory of the Autonomous Region of Madeira, issued in the last 90 days;
 
• Passengers carrying a document certifying that they were vaccinated against COVID-19, with thevaccines from the laboratories, Astrazeneca, Pfizer, Moderna, Johnson & Johnson/Janssen, Sinovac/Instituto Buntantan, Instituto Gambaleya (Sputnik V) and Sinopharm (VeroCell), according to the recommended plan and have respected the activation period of the immune system as provided for in the Summary of Product Characteristics SmPC (14 days);

• Passengers with a medical document certifying that they were vaccinated with only one dose (in two-dose vaccination schemes), and having respected the activation period of the immune system as provided for in the SPC (14 days), in the case of patients who are recovered from SARS-CoV-2 infection for more than 90 days, or who have been diagnosed with the infection after having taken the first dose of the vaccine;
 
• Passengers carrying the the European Union Digital Covid Certificate, according to information laid down in Resolution No. 1330/2021 (portuguese version).
 
 
4. Testing for COVID-19
All passengers who, upon disembarking at the airports of the Autonomous Region of Madeira from any territory out of the Autonomous Region of Madeira, carry a negative Rapid Antigen Test (TRAg) for COVID-19, carried out within 48 hours prior to boarding, in laboratories certified by national or international authorities, can proceed to their destination.
On the otherhand, passengers who have not undertaken a Rapid Antigen Test (TRAg) at their location of origin will do so upon arrival at the airport,for free then proceed to their destination, while fully complying with the surveillance and self-reporting of symptoms, as well as the COVID-19 preventive measures, until a negative test result is obtained. 
 
In the exceptional cases of refusal to carry out the test upon arrival, passengers may choose to 1) fulfill voluntary isolation, if necessary compulsively, for a period of 10 days, at their home or at the hotel where they are staying, and if the accommodation period is less than 10 days, the confinement will cover the duration of that accommodation period; or 2) return to the destination of origin or any other destination outside the territory of the Autonomous Region of Madeira, fulfilling, until the time of the flight, isolation at home or in the hotel establishment where they are staying, as contained in the Resolution No. 1330/2021 (portuguese version).
In these cases, the accommodation costs will be borne by the traveller.
 
4.1 Children
Children and pre-teens are exempt from being submitted to a Rapid Antigen Test (TRAg), with exception to:
 
• Children from 12 years old, upon decision by the Health Authorities;
• Children with suspect criteria for COVID-19 disease;
• Children whose family members or companions are  suspect cases;
• Other situations validated by the Health Authorities.
 
4.2 Second Test
All travellers residing in the territory of the Autonomous Region of Madeira, as well as all Madeiran emigrants, their families, and students attending higher education establishments or in Mobility Programmes, arriving at Madeira and Porto Santo airports, on flights coming from any territory outside Autonomous Region of Madeira, are required to perform a second TRAg screening test for SARS-CoV-2, between the fifth and seventh days after the first test has been performed, while guaranteeing the total compliance with the surveillance and self-reporting of symptoms as well as the COVID-19 preventive measures, within the period between disembarkation and the performance of the second test, until obtaining the negative result of the second test.
Travellers/tourists, non-residents, who travel to Madeira Islands on a leisure/tourism basis are exempt from this procedure.
 
Note: Resident travellers who do not hold the European Union Digital Covid Certificate or a document certifying that they have been vaccinated against COVID-19 will be advised regarding the COVID-19 Vaccination Centres in their location of residence.
 
All passengers, whether Portuguese or foreign citizens, with trips scheduled for the Autonomous Region of Madeira, can perform Rapid Antigen Tests (TRAg), at no cost, in several cities in the country. Currently, there are 67 sample collection stations for testing.
Under no circumstances are self-tests accepted for entry to Madeira. 
 
5. Monitoring
All passengers will be monitored through the Madeira Safe To Discover app, by the Regional Health Authority, of voluntary but recommended use.
 
6. Travel between the Madeira and Porto Santo Islands
Travelling between Madeira and Porto Santo islands is currently subject to control, in that passengers who disembark at Porto Santo Airport, on a flight from Madeira Airport, or vice versa, as well as passengers who board at the Funchal Port bound for Porto Santo Island, or vice versa, should present a vaccination certificate against COVID-19, or a TRAg screening test for SARS-CoV-2 infection, carried out within a maximum period of 7 days prior to boarding, unless passengers are in the situations described below, or they are in possession of a negative PCR screening test for SARS-CoV-2 infection, carried out within a maximum period of 7 days prior to boarding.
 
Exceptions to the presentation of a test:
a) Children up to eleven years of age;
b) Passengers holding a European Union Digital Covid Certificate;
c) Travellers in possession of a medical document certifying that the holder has recovered from the COVID-19 disease when disembarking in the territory of the Autonomous Region of Madeira, issued in the last 90 days;
d) Travellers with a document certifying that the holder was vaccinated with only one dose (in two-dose vaccination schemes), having respected the activation period of the immune system as provided for in the Summary of Product Characteristics (SmPC), in the case of patients recovered from SARS CoV-2 infection (more than 90 days of the recovery date) or diagnosed with the infection after taking the first dose of vaccine;
 
The rapid antigen test (TRAg) for SARS-CoV-2, mentioned above, can be carried out in pharmacies, laboratories, clinics and centres which adhere to the massive testing campaign by the Regional Government, without any charges for travellers, as laid down in Government Resolution No. 1330/2021 (portuguese version).

Taking the TRAg test for SARS-CoV-2 infection does not incur any charges for the traveller.
It is recommended that all travellers disembarking in the Archipelago of Madeira and those travelling between Madeira and Porto Santo Islands, whether by air or sea, to register on  www.madeirasafe.com.
 
7. Positive Result
If the passenger has a positive TRAg test result, he must comply with mandatory confinement, compulsively if necessary, up to 10 days, in a health establishment, in his/her home or in a hotel establishment, upon decision of the competent health authorities.
 
8. Repatriation
In the case of repatriation, the Regional Government of Madeira collaborates with all diplomatic authorities and tour operators involved.
Charges related to repatriation operations must be covered by the travel insurance policy of the passengers concerned.

9. Diverted Flights
Passengers on diverted flights, from Madeira Airport to Porto Santo Airport, must remain in mandatory isolation at the airport until boarding, by air travel, to Madeira;
 
•  Passengers wishing to stay in Porto Santo or travel to Madeira by sea, must undergo PCR testing at Porto Santo Airport, by a team appointed by the Municipal Health Authority, and remain in mandatory isolation until receiving the result;
 
•  Passengers wishing to stay in Porto Santo or travel to Madeira by sea, must undertake a TRAg test, for SARS-CoV-2 infection, at Porto Santo Airport, by a team appointed by the Municipal Health Authority, and remain in mandatory isolation until receiving the result;
 
•  Passengers, who proceed by air travel from Porto Santo Airport to Madeira Airport, in a flight other than the flight from origin, should be identified and their identifications reported to the Health Authority at Madeira Airport, who will assess the eventual exemption from testing, should they have a negative TRAg test result. Passengers are advised to establish contact with their airline, tour operator or travel agent to adjust any changes that may arise.
 
10. Ports and Marinas 
Ports and Marinas are open to all types of vessels, including cruise ships. 
All passengers who seek to disembark at the ports and marinas of the Autonomous Region of Madeira, from any territory outside the Region, carry a negative Rapid Antigen Test (TRAg) for COVID-19, carried out within 48 hours prior to boarding, in laboratories certified by national or international authorities, can proceed to their destination.
On the otherhand, passengers who have not undertaken a Rapid Antigen Test (TRAg) at their location of origin will do so upon arrival at the airport,for free then proceed to their destination, while fully complying with the surveillance and self-reporting of symptoms, as well as the COVID-19 preventive measures, until a negative test result is obtained.

TRIPS FROM MADEIRA AND PORTO SANTO
 
 
 
Passengers must be aware of the travel restrictions and entry requirements of the country they are travelling to, therefore, we advise that passengers confirm the information with official government bodies to ensure that they are able to reach their destination.
 
So as to consult the regulations applicable at the origin, namely, in the case of passengers from EU member states (and Schengen Area), we advise passengers to consult the information available on the European Commission’s official website  - https://reopen.europa.eu/pt

In Madeira there are sample collection stations where those interested can perform screening tests for SARS-CoV-2 for COVID-19at their own expense, made by prior appointment.

 

 

 

Tests upon leaving the Autonomous Region of Madeira 
 
 
When leaving the Autonomous Region of Madeira, should there be a legal need to present a new test when entering the destination country, the expenses for carrying out a rapid antigen test (TRAg) will be borne by the Regional Government laid down in Resolution No. 1330/2021 (portuguese version), in the following cases:
 
• All passengers who have performed a PCR test prior to arrival at the Region’s airports, at their own expense;
• Children up to eleven (11) years old;
• Travellers in possession of a medical document certifying that the bearer is recovered from COVID-19 disease ( last 90 days) upon disembarking in the Autonomous Region of Madeira, or travellers with a document certifying that they have been vaccinated against COVID -19, in accordance with the recommended plan and having respected the activation period of the immune system as provided for in the Summary of Product Characteristics (SmPC);
• Travellers with a medical document certifying that they were vaccinated with only one dose (in two-dose vaccination schemes), and having respected the activation period of the immune system as provided for in the SmPC, in the case of patients who are recovered from SARS-CoV-2 infection for more than 90 days, or who have been diagnosed with the infection after having taken the first dose of the vaccine;
• Passengers with the European Union Digital Covid Certificate.


For this purpose, travellers should then make an appointment at adhering pharmacies, laboratories or clinics.
 

Consult the list of clinics and pharmacies in the Autonomous Region of Madeira, where tourists can schedule appointments for the purpose of carrying out rapid antigen tests, at their own expense or not.

Health Safety Regulation


The Resolution No. 1483/2021, of December 29, except in exceptional cases, determines the mandatory use of protective face mask for persons over six years of age, for the access, circulation or stay in public venues and areas, whenever the physical distance recommended by the health authorities proves impractical.


The ​Resolution No. 1330/2021 of 15th December, maintains as complementary preventive COVID-19 measures, it is recommended to fully comply with the following rules:

Outdoor and indoor areas:
• Social distancing of 1,5 metres;
• Sanitizing of hands;
• Respiratory etiquette.

 
It is also recommended that the population and visitors carry a TRAg screening test for SARS-CoV2 infection, with a negative result, carried out in the last seven days, cumulatively with the European Union Digital COVID-19 Certificate or a document certifying that the holder has been vaccinated against COVID-19 so as to be able to access the following sites.
The cumulative effect only comes into force as from 00:00 of the 27th of November.
 
• Gyms;
• Gambling establishments;
• Cinemas;
• Bars and restauarants;
• Nightclubs and Nocturnal activities;
• Cultural, social and sports events;
• Hairdressers and similar establishments

 
In the establishments mentioned below, inhabitants and visitors should have a TRAg screening test for SARS-CoV2 infection, with a negative result, carried out in the last seven days or, alternatively, a European Union Digital COVID Certificate or another document certifying that the holder has been vaccinated against COVID-19:
 
• Public transport;
• Supermarkets;
• Pharmacies;
• Grocery stores;
• Commercial centres;
• Clinics;
• Medical and dental;
• Veterinarians;
• Medical health and social support services;
• Home oxygen and medical gas services;
• Public attendance services (Municipal Councils, Parish Councils, Citizen's Shop, Finance and Social Security departments, Postal Services);
• Churches and other places of worship;
• Fuel filling stations.
 
 
Exceptions:
Children under 12 years old and persons who, for health reasons, cannot be vaccinated, are exempt from compliance with the measures indicated above (presentation of test and/or vaccines and COVID EU Digital Certificate) upon the submission of a formal medical certificate, as well as persons with a formal medical certificate certifying that the holder has recovered from the COVID-19 disease, issued within the last 90 days.
 
 
 
OTHER SPECIFIC MEASURES (until January, 31st):
 
 
• Cultural, Artistic and Sporting Activities | Cultural Events | Conferences
From 00:00 of November 27th, it is recommended that the over twelve years old who participate in these initiatives must carry a TRAg screening test, for SARS-CoV-2 infection, with a negative result, carried out in the seven days prior to the activities/events, as well as a European Union Digital COVID Certificate or a document certifying that the holder has been vaccinated against COVID-19.


 
Exceptions:
The exceptions include children under 12 and persons who, for health reasons, cannot be vaccinated, upon the presentation of a formal medical certificate and persons with a formal medical statement certifying that the holder has recovered from the COVID-19 disease, issued in the last 90 days.

 
 
NOTE: TRAg screening tests for SARS-CoV-2 infection may be carried out, on a weekly basis, in pharmacies, laboratories, clinics and posts that adhere to the massive testing campaign of the Regional Government, without any charges for participants
